Making a claim

When you register as a new claimant you are automatically registered for both PLR and ELR. When you submit a new title claim form, you can select which program you want the book to be surveyed in.

New Claimants

  • If you have never made a claim with PLR or ELR, you first have to register with the schemes. The easiest way to do this is through our online system: Lending Rights Online (LRO). Once you have submitted the online form, you will need to print it out and sign it.
  • You will then be taken to a PDF of the title claim form. You need to submit a title claim for each book you wish to make a claim for. You must complete your first title claim and print, sign and send it, along with your signed registration form, to the Lending Rights team. We won’t process your registration unless it is accompanied by a title claim.
  • Once your hard copy registration form and first title claim are received, Lending Rights will email you a claimant number and password to access LRO. Through LRO you will be able to submit new title claims, update your own contact and bank details and, once you receive your first payment, view your payment history. 

If you do not have internet access, you can complete a hard copy claimant registration form and title claim form and post them to us. Copies of these forms are available on the right hand side of this page or by phoning 1800 672 842.

Existing Claimants

If you have made a claim through either PLR or ELR in the past, you will already be registered for both programs so you do not need to submit another registration form.

The quickest way to submit a title claim is through Lending Rights Online. A separate title claim is required for new books or for new editions or versions of an already registered book.

If you don’t have a password for LRO, email plr.mail@pmc.gov.au or phone 1800 672 842 to request one. Through LRO you will be able to submit new title claims, update your contact and bank details and view your payment history.

When you first log in to LRO, you should check your contact details are up to date in order to receive automatic confirmation emails that your title claims have been received.

If you do not have internet access, you can complete a hard copy title claim form and post it to us. Copies of all forms are at Forms or by phoning 1800 672 842.

As of 13 August 2010, Lending Rights will only acknowledge title claims submitted through LRO. Claimants are also encouraged to make all changes to contact or bank details through LRO, where you may verify the changes online.

We will continue to accept and process title claims and changes to your claimant record (contact and banking details) submitted by email, post and fax, but you will no longer receive an acknowledgement email or card. Changes to your claimant record will be reflected in LRO once they are processed.

 Modernisation process

The recently commenced PLR and ELR modernisation process may result in changes to the PLR and ELR schemes.  To avoid disruption to the operation of the schemes, we will continue to accept creator and publisher registrations and title claims as usual while the modernisation process is underway.  The modernisation process may result in aspects of the schemes (potentially including their scope, eligibility criteria, methodology for determining payments, quantum of payments, and/or governance and administrative arrangements) changing between the time a new title claim is received and the first program year in which that title claim may be eligible for a payment.

For existing PLR and/or ELR claimants the modernisation process may result in changes to scheme parameters that were in place when you claimed for books in previous program years.  These may include changes to the schemes’ scope, eligibility criteria, methodology for determining payments, quantum of payments, and/or governance and administrative arrangements.
